America’s Bush-era preaching to the world continues apace under Obama, exemplified by his approach to nuclear disarmament

Is it only me, or is anyone else getting a weird feeling of 'Dubya Lite' coming off the shapely form of Barack Obama as he tools Air Force One around the world, a-meetin' and a-greetin'?

It was bad serendipity indeed that bouffant-haired nutter Kim Jong-il chose to launch his duff ICBM on the same day Obama stood up in Prague and committed himself to a world without nuclear weapons, but even so I remain unconvinced that North Korea's nuclear ambitions really are the biggest threat to peace that we face.

Let's step out of the comfort zone of Western power just for a second and try and see the world from a different perspective: here we have the man who has his finger on the trigger of the biggest nuclear arms stockpile in the world, gaily telling us that the proliferation of these weapons must be stopped.

Moreover, this man is also the president of a country that has invaded two countries in the past decade, launching conflicts that have led to hundreds of thousands of civilian deaths. And if that weren't rich enough, he's also the leader of the only country ever to have used nuclear weapons in warfare.

OK, I understand that Obama wasn't personally responsible for any of this, and that he represents a bold new chapter in the Story of America, but if that's the case ­ and I'm maintaining my non-Western viewpoint here, ­ why does his language still sound so similar to that of his predecessors?

Obama has called for a world summit on nuclear security to be held within a year. He has also urged the tightening of the Treaty on the Non-Proliferation of Nuclear Weapons. But while he wants all the kids in the playground to put down their twigs, he still insists on the US's need to carry a huge intercontinental ballistic stick "to deter our adversaries and reassure our allies".

So, there is to be no climbdown from the 'nuclear shield' programme that so aggravates the Russians (and also a significant number of Czechs and Poles), until there is verification that Iran has abandoned its nuclear ambitions.

It's true that Obama also urged the US Senate to ratify the Comprehensive Test Ban Treaty, and has begun bilateral contact with Russia aimed at reducing their respective arsenals to historic levels, but these ­ to my way of thinking ­ achievable measures, unilateral and bilateral, are wrapped up in a lot of I'd-like-to-teach-the-world-to-sing for a 'nuclear energy bank', and another treaty, ­ this one banning the production of the fissile material used to make warheads.

All of Obama's speechifying seems to take it for granted ­ - just like the now-hated and derided neocons - that the world, while offering a plurality of political systems and faiths, is nevertheless collectively striving towards the kind of liberal democracy ­ with Christian undertones ­ best exemplified by God's own country, the US of A.

Kim Jong-il's dud missile provided exactly the right exclamation mark to put a stop to Obama's Prague spring; after all, the North Koreans have a proven track record of extracting cash for bombs-in-the-making, and all the sanctions that are currently in place have done nothing - ­ or so it seems - ­ to prevent them blasting off.

No, if Obama wants to pursue his dream of a world free of nuclear weapons he needs to confine himself to the hard diplomatic graft of what can be done on a country-by-country basis. The age of global rhetoric is gone now ­ just like the age of globalisation.

The only way out of this swamp of atomic paranoia is for some bright spark to create a new weapon of insane force - that has the power to destroy the earth, moon and sun in one fell swoop, thus rendering all nuclear warheads obsolete and unfashionable.

You can't unmake nuclear weapons - but you can disarm psycho-states, by removing shields that add to their paranoia. Iran WILL get the bomb, and it'll hold the Arab states to ransom with it. It'll never use the nukes, I'm sure of it, but it will threaten with them. No amount of diplomacy is going to stop these mullahs getting their nuke-fix, and when they do - Saudi Arabia etc will follow. So in the end NOTHING will be solved, and there'll be more nukes in the world.

Bruce - can't find 'psycho-state' in my non neocon political dictionary but, for eight (was it ONLY 8?!?) longgg years, a socipathic regime threatened the world with the biggest military yet seen on this particular planet. Was it the same on yours?
