Labour enacted devolution for Scotland, Wales and Northern Ireland with no thought given to the consequences for England. Parliaments and assemblies were created in Edinburgh, Cardiff and Belfast while Westminster continued as before. No attempt was made to resolve the so-called West Lothian Question which allows MPs from the devolved parts of the UK to vote on, for instance, health and education in England, while English MPs have no say in comparable matters in Scotland, Wales or Northern Ireland.
